When I bought my 1995 bass model cc275 I noted that the action was high when you play up the neck. Having owned many basses I reasoned that this could be adjusted. Now I've learned that the shims under the bridge were already taken out and the neck is adjusted to it's limit. A local luthier has told me that older Ovations tend to have the neck sink into the body where they are attached. Is there any cure for this?

How much clearance do you have between the strings and the bridge?

I have about 6mm under the B string and 4mm under the G string at the bridge. It's much higher than that at the 12th fret.

Who told you the neck is already adjusted to the max? Check the tension on the truss rod... ~3/8" hex / allen key. If your truss rod is not too tight alredady then yry tighten it 1/8 turn at a time.

I bought a used Balladeer recently that was setup for ultra / light strings 11 - 46, I restrung it to medium guage 13 - 56 (a real man's guage LOL)... the truss rod was nearly slack, I ended up tightening the truss rod about 1/4 turn to get the action I wanted.

I moved in tiny tiny steps though ... tightening about 1/16" at a time and re tuning it every time.
